1. Evaluation Proposal and Framework

The CLC project issued a request for proposals in February 2007. Learning Innovations at WestEd was selected by an independent committee of experts to carry out a three-year evaluation of the project. Learning Innovations at WestEd is a not-for-profit education, research, development, and technical assistance organization located in Woburn, Massachusetts and Williston, Vermont. 2. CLC Project Theory of Change

The implementation and evaluation of the CLC’s initiative is guided by a theory of change developed by members of the CLC project support team who are based at LEARN. First-year lessons were integrated into the final version completed in December 2009.
