The construction of knowledge in the Quebec Education Program focuses on the development of competencies. A competency may be defined as the ability to act effectively in complex situations by drawing on a variety of resources. The mathematical competencies that are developed during a student?s Elementary and Secondary education are as follows.

Competency 1: Solves a Situational Problem
Competency 2: Uses Mathematical Reasoning
Competency 3: Communicates by Using Mathematical Language


The development of competencies require a unique approach to teaching and learning which should include a variety of activities: hands-on, exploration, construction, simulation, games, projects, etc? The development of these competencies begins in the first year of Elementary school, and continues until the student graduates from Secondary school.
