Modernization of Quebec Society:  

A new mindset and a changing role for the state

Here you will find various collections of links and resources that trace events associated with the Modernization of Quebec.   The designated focus of this section of the Cycle 2, Year 1 course asks students to consider "the dynamic between changes in mentality and the role of the state."   This particular collection is arranged thematically, to intentionally compliment a Learning and Evaluation Situation being developed by LEARN and available here in the protected teachers area.

Resource Collections


Economic Transformations:  New trends and technologies

The following resource collection groups together events which shaped the economies  Quebec and Canada in modern times (roughly 1930 to 1980).   Resources to help explain general trends and periods which affected consumer society are surveyed, including the Depression and the effect of World War II.  Afterwards, a chronologically ordered collection of suggested links helps to detail specific changes in terms of new industrial and transportation technologies.

Communication Technologies and Mass Media

This  collection organizes content elements related to mass media trends and associated communications technologies.   These technologies and changes in ways of communicating (within Quebec and internationally) brought with them a more immediate connection to the outside world.  However, those same transformations were also associated with corporate and government ownership and control, as well as with Americanism and Consumerism.

Social Change

Urbanization, Immigration, Feminism, Union movements, the rights of Native Peoples --  These are social phenomena which resulted from and contributed to the way technological change was already altering the way we work and live together in the modern age.  This collection traces these phenomena and the prominent individuals involved, in order to better understand the way people adjusted to their changing world.  It also presumes a relationship between the way society is organized and the way we think.  Again, a new mentality develops, a new role for individuals, groups and government evolves.

Political Change:  National affirmation

The "dynamic between the changing mindset and the role of the state" is the designated focus of Compentency 2 for this section of the new History and Citizenship program.   This collection traces political events over three different periods  (listed below) in order to provide an overview of the political responses to the transformations of the 20th century.  In effect, the events in this collection cover the evolution of and growing acceptance of the welfare state in Quebec, from its infancy as a response to economic strife, to its regulation during times of economic prosperity.  Connections can be made with economic, social and cultural transformations of the times.   Connections can also be made with similar movements inside and outside of Canada.

For convenience, and to mark different key trends in political change, this section is divided into three periods
  • 1930 to 1945 : The depression and the Second World War
  • 1945 à 1960 :  Duplessis period
  • 1960 à 1980 :  The Quiet Revolution

While interpreting social phenomena or "events"  that help students to explain "the dynamic between that changing mindset and the role of the state" (Focus of Competency 2 Interpretation in this section of the History and Citizenship Cycle 2 course.), students may also find it useful to reflect on various cultural references.

What transformations have you or your parents lived through?
How do social values and governance today relate to modern realities?
Explore:
What transformations are typical of the modern age,  and how did they affect the daily lives of Quebecers?
How can the following events be grouped by theme? (Industrial, Society of Consumption, Regional Development)
Interpret:
What are some causal relationships between these and other events?
Did these events affect Quebecers in a positive or negative way?
What can you say about the media used to represent these events? 
(Who produced the report?  What might their interests be? BAL- Media Literacy)
What were some unjust and undemocratic features of modern industrial societies?

Elsewhere element: 
What ideas from elsewhere (world views, socialism, Statism) influenced  Quebec society?
Did any of those ideas offer solutions taken up by Quebec?
Were any of these solutions effective and/or lasting?
