One interpretation of the Education Act (EA) would indicate that choosing to use an ICT tool (information and communication technology) for learning events is akin to introducing a new instructional method or choosing instructional material.

Based on the Education Act, the decision to use certain ICT tools such as searching for information on the Internet, publishing Web pages or using E-mail as a teaching tool "is akin to introducing a new instructional method. The teachers propose the criteria relative to the introduction of such a method (s). 96.15(2), EA); the school principal approves this proposal and informs the governing board (s. 96.13(4), EA)." The use of these ICT tools involves different risks according to the users' age, the characteristics of each tool, and the learning activity planned.

When parents delegate parental authority to the school, the latter assumes the responsibility of providing adequate supervision when students use telecommunication tools such as the Web or E-mail. ... know the impact of ICT tools and the conditions for their use

The distinct characteristic of the various telecommunication tools available must be taken into account so that copyright and students' personal information can be adequately protected at all times. In the other sections of the web site, we describe the impact of each tool in order to help teachers to better adjust their practice. To ensure that their students and they, themselves, are informed users of telecommunication tools, teachers should also know the usage rules of their telecommunication network and their school board or school's code of conduct.

ICT tools are used to achieve identifiable learning objectives that may be evaluated. In addition to meeting these objectives, students must become aware of the impact of the use of these tools, develop critical thinking skills and learn safe behaviour. The support provided to students during learning activities must include both raising awareness and supervision; parents must often be informed or give their consent before activities may be carried out.
