A Process for Implementing the Reform
"Our goal is to implement the QEP successfully. The other part of this is the people in the building." Andrew Aitken
The journey towards the implementation of the new Québec Education Program (QEP) did not begin the day that St-Foy Elementary School became a pilot school for the Central Québec School Board. The conditions required for the school to implement the letter and the spirit of the reform were seeded well before that. As early as 1996, St-Foy school set out on a reflection and renewal process. As they worked on changing the school culture, the team also discovered the conditions for successful implementation of the QEP. This was eventually translated into a rubric that can be used as a lens through which progress can be monitored and goals set. (See the school's RUBRIC FOR IMPLEMENTING THE REFORM).

The criteria in this rubric are:
"The QEP is the production. But the production capacity are the teachers and all the people in the building. So this rubric is looking at the production capacity of our building, which is promoting, nurturing people at being the best they can be." Andrew Aitken
Implementing the QEP requires the cooperation of all members of the educational community, each level supporting the growth and development of the others.

Andrew Aitken points out that this rubric is process oriented. It doesn't evaluate specific content such a the level of knowledge of the QEP. Rather it focuses on how well the schools views and supports teachers as professionals, capable of reflecting on their practice to produce the required positive outcomes, to socialise and to qualify, how well it nurtures its people.
