The scales of competency levels presented in this document constitute the official reference points that form the basis of the student competency reports that Secondary III teachers must make starting in the 2007-2008 school year.
This first edition of the scales of competency levels for Secondary Cycle Two will be supplemented, in the coming years, by the scales for Secondary IV and V.
Part I of this document is intended to provide additional information on the nature of these instruments and how they are meant to be used. The scales for each subject are then presented in Part II.

The scales of competency levels presented in this document constitute the official reference points that form the basis of the end-of-cycle assessment of the levels of competency development attained by the student at the end of Secondary Cycle One. An appropriate process of competency evaluation must be put in place to ensure that these scales are used properly. The Reference Framework for the Evaluation of Learning in Secondary School provides more detailed information on this subject.

Teaching to a Better Test - Modeling the History Process in an Alternative to the History of Quebec and Canada Exam
Challenged with the need to help Grade 10 students better prepare themselves for the History of Quebec and Canada (History 414) exam, teachers Ralph Mason (now V.P. at D'Arcy McGee), Jeralyne Manweiler and Steve Altenberg, from Philemon Wright High School at the Western Quebec School Board, took action.
This website documents the teachers' process and in doing so, raises some of the broader issues related to evaluation and assessment in the education system.

This preliminary version is intended to help teachers of all subjects understand and use this new instrument.
